As a software tester, things need to be tested no matter how small. i work for a bank and they did release small changes with no testing but even these can cause major outages so now everything is tested/checked even text changes.
defects (problems) in testing cost £10-£100 per day to fix defects in live can cost £1000's per hour to fix!
if VM did the Big Bang approach and "flicked the switch" and this caused a nationwide outage think of the cost and the chaos this would cause.

Got my upload increase on 10MB last night 
Internet wasn't working in the morning, had to get a new DHCP lease from the modem on the router, and it seems the ready light bug is fixed too

Thats because the the config file for 50Mb is set to 53Mb download and 1.75Mb upload, this allows for overheads.

Actually your config file is set at 53Mb down and 1.75Mb up and you can check this in the config pages, so no surprise there whatsoever.
