speed tests say 10 meg but Giganews says 4

Can anyone help me?

When I do a speed test my connection comes up at 10-13 meg which is cool; however when I connect to Usenet via giganews the max I seem to download at is about 4 meg. This is the same on xp or vista. Anyone know why? I don't think it is my network card because internal network will stream HD fine across a 54M wireless connection. Plus I used to connect at 13 meg on bulldog.
I have had virgin engineers out 4 times to my place. They have re-cabled from my house to the street. They mention there is an issue with the Cisco card in the street box. Do you think that is causing my issues? The last guy said there is a signal booster just down the road so he sees no reason I should not get good speeds. Giganews have run speed test which confirm a good connection up until it hit the local boxes where they can’t trace. I am going mad as I can't work out what is wrong.

How many connections do you use? it might be better if you use more connections. what speed do you get from their test?
