when is 4meg going to 10meg?

I'm currently on 20meg but wish to downgrade but don't want 4meg as its not suitbale for my needs. Wasn't 4megs meant to get free upgrade to 10meg this year as that would be perfect. I think the speed on the teirs is a little unbalanced either fast 20meg (when you get it), no middle teir and 2 low teirs.

It seems VM don't want people to downgrade hence the stupid teirs differences.
