Download got better/ Upload got worse?

Since I've been on a dynamic config file, my 20Mb service download speed has never been better (>19 Mbps even in the evening) but my upload speed has effectively halved. I used to get a solid 730 kbps up using speedtest.net, and since the config file change, I'm getting 300-400 kbps. I'm not complaining - I'd rather have the better download speed, but I'm curious as to why the upload speed has suffered. Have VM been tweaking things to improve download at the expense of upload?

I find this too, sometimes..

but if you're uploading at the same time as downloading, you'l have a reduced download/upload
