If VM are prepared to offer a non shaped tier that would be good but given the 20MB struggles with traffic management I can't see it being any better without it. (Although there is the theory that it's the STM equipment itself that really messes up the connection.)

I can see how STM might help in some cases, but the 3 gigabyte limit on 20meg is just ridiculous. Why punish people who actually *use* their connection for the sake of those who don't?
