That is a 20MB connection! You wont be getting 12MB if you do actually have a 10MB connection!

Frequency 330750000 Hz Locked

Your modem is off frequency which will cause intermittent connection.
Should be changed to 331000000
You can do this via the configuration page of your modem
192.168.100.1
Click on Configuration tab
Change to 331000000
Click on Save Changes
Click Restart Cable Modem
Should lock it onto the correct frequency.
Won't change your speed.

Umm no. Different networks use different frequencies, and he isn't experiencing any problems so why would he want to change it?

Re: 4mb = 10mb

All the ex-telewest networks are 331000000 or 339000000
the 750000 will and often does cause intermittent connection
If it won't change or reverts back to the 330750000 tech gets
booked to swap out the modem

Your point being!? The OP isn't experiencing an intermittent connection!

You're obviously well informed on the subject. Are you able to tell me why I can't use 331000000 or 330750000? Whenever I change to either of them and then reboot the modem, it hangs for a bit and then reboots again and goes back to 339000000.

Here is the log, remember, it is from bottom to top order:
