Can't connect to certain servers?

I am unable to connect to certain servers with my cable broadband service. I am having a problem connecting to the following server 78.129.128.5. Can you tell me why this is happening and how I fix it. This website is fully available on other peoples machines.

tried the link : 78.129.128.5 found the following server response instead of a website :
