I'm also "on Bromley" - i.e. on the Bromley headend, but I live in Greenwich - and I'm getting 450kbps downstream constantly at the moment. It's great value for money, not.
Come Tuesday there will be a phonecall to VM - so don't complain too much, you're at least get 20 times the speed I'm getting. Your cable modem might not have received the new 20Mbps config yet.

Or just upgrade the network to cope with 20mb/s and NO throttling. But I can see your point; I would rather be on a slower 10mbit/s package than a shaped 20mb/s

The key words with ADSL are "up to". I can only get a max of 5.5Mbsp here, whereas with cable I can get... well, whatever I can get (currently 10, soon to be 20). Agreed, I live in east cleveland, and no-one around here would even consider ADSL in any form, unless ntl killed your family. 
Also still 10Mbps.

Overall Average Speed = approx 10073 Kbps, 9.84 Mbps

Peterborough appears to have been upgraded. Just rebooted modem and am now on 20Mb.
