I am pretty sure they have a good idea what they are doing they pay their guys a lot of money just because you and me do not like it when some shows get cancelled does not mean they are doing the wrong thing by the viewer or themselves.
One thing you forgot is sponsorship. The reason that The Sarah Connor Chronicles survived so long despite low viewing figures is that the studio wanted to keep the Terminator brand alive long enough to release Terminator Salvation.

I think it's also the reason Fringe got a fourth season (nice big notice on the end of each episode that states that cars and other promotional considerations were provided by Ford). Sadly, as in both cases they are or were excellent series.

Personally, I think that while the studios need to make money, this can lead to them being a little short sighted now. It seems as though if a series doesn't get big viewer numbers in it's first series (or in a couple of cases, after a few episodes), it gets axed. The problem with this is there have been a few series that haven't really reached their full potential (in terms of story or audience size) until series 2 or 3. Star Trek The Next Generation being one example.
