Similar to what an old boss of mine used to say. "Do a good job and you are only doing what you are paid to do, do a bad job and have your @rse kicked."
The point though is considering a person's feelings. Praise them for doing the job that they are paid for and they will feel good and you get better results from them if they feel good. Only knocking them when they do slip up doesn't make them feel good and their performance drops.
