If I'm over changed or undercharged I will go back and try to correct affairs, probably on the same basis if I were overcharged. If I'm told not to worry then that's fine and that is often the response. I try to ensure correct charging before completing the payment. I'd regard that as normal behaviour and theft as abnormal.
As for red lights, I don't think anyone here would want to admit to an offence in an open forum.
