Virgin Media Street Cabinet

Hi,

I've just bought a house and looking to do some work on the outside and build a drive (since there is space outside the house and is bricked in)

however the house has a green street cabinet outside and a fire hydrant which blocks me from building a drive. I don't think I could move the hydrant but would it be possible to have the green cabinet moved about a foot in order for me to fit a car in?

Would I have to pay for this?
