Neighbours have this when we try to call them, and they can't get a dial tone.
My guess is that the cab they're on is having work done on it?  Been off since early this morning.

I didn't think NTL actually had telephone exchanges - only street cabs?

Street cabs are not much use on their own, ntl have their own exchanges.

They've not got an extension off-the-hook have they? I got this message when trying to phone my mother in law last week and she'd done this.

there is a problem - Proweb (isp, nottingham) have been down all morning - they tell me one of the main pipes is down - they have not phones, and all the cable/adsl lines are down..and they are still down.

Yes, the message does appear after the phone is off the hook for a while - but they haven't got any extensions.

Well, it's all back on here now, around 11am - NTL blamed it on a 'localised fault', whatever that means.
