If you have a modern Vista-based system with only a recovery partition on the hard disk then it's rather difficult to recover from a situation where the pc will not boot.
Microsoft have made a Vista recovery iso available for free. This is not a full installation disk but a cut-down version that will run the Vista 'recovery centre'
