Moving to new house

Just arranged a move to a new housing estate in Wigan and have been told by the builder (barratt - who intimated they normally refuse access) that there is no cable service laid despite virtually the whole town being cabled for many years. Apart from being gutted at having to go back to sky and losing V+ box, Video on demand, catch up tv etc & 20mb broadband, my main question is i always thought that a condition of planning permission is that all services including cable are laid before completion to save the area being dug again. Does anyone know any more about this? Would Virgin have a 'legal right' to provide services are are they just not interested in laying new cable?

VM aren't laying any new cable. They're content with advertising the benefits of cable without actually increasing its availability

I'm also rather gutted because my parents have decided to up and move to an area with absolutely no cable...and it's not as if people there are short of a few bob to pay for it!

I heared somewhere virgin media was increasing its availability in certain area's.

If you can show VM that alot of people there are interested in taking up their services (tv, phone, bb) then you may be able to get them to wire it up, it wont be an easy task though...you would need alot of people to say they want it.
